Project Role not providing permissions to individual users

I want to manage a very small set of users (3) at the project level with a Project Role. I've setup the Project Role's permissions identically to another role in the project; this other role is only for managers and can be used across Jira projects. These 3 users need the same permissions for this one project, and are not managers.

The only difference between the two role configurations is how users are managed:

  • Managers uses a Jira-level Group for users - the group is added to the project's People and assigned the Project Role 'managers' - Works fine
  • Non-managers is just a Project Role, with users added directly to it

--> I've also tried adding the user directly to the 'manager's ' Project Role, and he still does not get permissions.

(I'm kind of thinking I'll have to manage these users individually, adding them to the project's 'People', and then assigning them a Project Role... this would defeat the simplicity of users a project role and adding users directly to it, and Jira's documentation does not instruct this; 
I've verified my setup against the four streps in the  instructions here.

  1. Create a project role called Quality Assurance. 
    1. (Role = "AR - Service Admins")
  2. Create a permission scheme called Software Development, in which you assign the 'Close Issue' permission to the Quality Assurance project role. 
    1. (Permissions Scheme = "Access Request Permission Scheme", permissions assigned listed in original ticket, include 'edit issue')
  3. Associate the Software Development permission scheme with all software development projects.
    1. "Access Request Permission Scheme" associated with project "Access Requests
  4. For each software development project, add the appropriate Quality Assurance people to the Quality Assurance project role.

Hi Angelica,

The purpose of my posting here is specifically to get feedback from other users, regarding their experience with Project Roles, because I am making no headway with Atlassian Support. 

GOAL:
Manage this project level permission set with a Project Role, vs.
Adding impacted users one-by-one to the 'People' tab and then as signing the Project Role. (First way is more efficient on many levels).
But ,the Project Role does not seem to function as documented.

What I am trying to find out from other users is:
Based on their experience, are the  instructions published by Atlassian accurate

My Experience-
Atlassian Support keeps telling me to 'add Ryan to a Project Role'. 

"You can add the user Ryan within a project role in the project."
--> I have done this, following the Jira Cloud instructions (above), provided the rep with screen shots, twice. 

Maybe you should check the open case (JST-474321) to understand my increasing frustration, and why I am reaching out to the community.

If I cannot directly add a user to a Project Role to enable permissions assigned to the Project Role through the project's Permissions Scheme, I need to know. I will manage the users, one-by-one, through the 'People tab' assigning them to the Project Role.
