Whilst the two certainly have some areas of crossover, Jira and MS Power Apps are generally quite different tools. Jira is primarily built for tracking work, whereas Power Apps is more for building custom apps with a simple(ish) database. In theory Power Apps could probably do most of what Jira can (with a lot of effort), and you could likely force Jira to do what Power Apps can if you wanted to waste a lot of time building it.
What kinds of processes/workflows are you looking to implement and track? That might allow a more specific answer
