Adding Watchers to JIRA issues

When a normal user wanted to add Watcher to his issues, he is not presendted with the "Add watchers" box. We tried the menu item More > Watchers, and also clicking the Wantchers counter.

Permission rather than role.

Have a look at your permission scheme for the project - there's a line that says "manage watchers". Consider adding a role to that (e.g. developer) or maybe something a bit more dynamic (a common one is to allow the assignee and/or reporter manage the watchers, as they have an interest in the issue, whereas other developers in the project might not)
