I tried searching for a solution, but everything I get is for Confluence, and I'm interested in the basic Anchor link option in JIRA issue:
I have an issue where I used anchor link like this (example):

Clicking on the anchor link takes me to that header, but it opens it in a new tab. Is there a way to configure this to open it on the same page? It would be much more user friendly.
I just ran into this problem myself, and I believe it is a bug (Jira v8.16.0 for me). Jira identifies the anchor link as an "external link" and behaves according to the setting in your user profile for external links (User profile > Preferences > External links: Open in new tab / Open in current tab).
If you change that setting to "Open in current tab", it behaves like you would expect. However, that also makes real external links open in the current tab, and it changes the behaviour only for a single user.
