we are planning to import our users from Azure and enable SAML. After that, force SSO policy for users. We see that BULK add members limit is 1000. We will want to add more than 6000 members in that policy. We would have to create 6 similar policies of we should 6 times BULK add users with different CSV's?

I'm also trying to understand the implications of this 1000 user limit. From my understanding you can not upload more than 1000 users at a time but you can upload additional users with the next bulk. I'm not sure if this removes all users from the policy uploaded before. What are you experiences?
What I'm also looking for, is an API to automate this process. I've two different users bases here: one half with the capability to do SSO the other without SSO.
Do have an idea related to automating this?

no we still in planning stage for migrating from on-prem to cloud. For now, not tried to import users to policy using bulk. Also for now have no idea about automation.
