I do not use OnDemand (we host our own JIRA instance), and I'm not sure what is involved in setting up a test for it from the development environment. This isn't a high priority on my list, unfortunately. But you are not the first one to ask for it.
If setting up a development instance of OnDemand (or cloud, or whatever it's called these days) is easy enough, it may be worth investigating what can be done to support it.
