I added a new person (Local Account) in Jira, but I have confirmed that I did not give the person permission to see Project BG6.
But that person can see Project BG6, but cannot see the issues in the Project.
Has anyone come across a situation like this?
If I need to provide other information, or in detail, I will provide it.

Not seeing PNG_B and PNG_C (images seems broken) but that kind of situation that a project is visible even not giving him permission give me an idea that it might be related to something like this

So I suggest to review Permission Scheme in Project BG6 (especially Browse Project) and check again.

Now when I see the images as I mentioned you are probably hit be the bug that I mentioned in my answer .. Please remove Reporter and Group Custom Field value from Browse Project permission and see if that helps (I mean user would not longer be able to see the project)

Hmm a few of the images you provided aren't loading on my side, but I'll take a shot at it with the one that did load.
Typically whenever I've seen that a user has the ability to see a project, but can't see any issues within the project, it's been because they have the "Browse Project" permission but have not been granted product access.
Does one of the groups the user is a part of have a role assigned within the project?
