Suppose there is a team within an organization that works on several types of tickets from all teams in the company. They need a queue where the work can be prioritized and scheduled. Essentially this is one team that will service several other teams providing answers and ticket refinement for other scrum teams. Is there currently a way to set a Kanban board like this up?

Yes it can. A board presents the data based off of a filter. If your filter includes any issue type(s) from any project(s), it will show the tickets that result from that filter. If the projects all have different workflows, you will want to check your column status mapping on your board to be sure all of the proper statuses are mapped.
