We have several web applications that our customers use, and would like to provide them a means of creating issues on their own, with the ability to track them, yet not see other internal projects. Is that possible via JIRA OnDemand?...having trouble finding it in documentation.

It is possible, but in order to track issues the user will have to be licensed and log in to JIRA.
If this is OK, it is pretty easy to hide internal projects from them. See:

We have the 10 licensed user version at the moment, so we have limited licenses to spare. After going through your link, I found a GREAT video on youtube that explains three different solutions...one in particular....Issue Collector!...for endusers. While the issue is not trackable via the reporter, since they are creating an issue anonymously, it is incredibly easy to create an issue/feedback/request, which results in more feedback.

We ended up using JIRA's built in 'Issue Collector'. Created an anonymous user and all feedback/issues come through that.
