Is there any way to allow project admins to edit the workflows, screens issues ect. within their classic projects without giving them full JIRA admin access?
There is an addon called "delegated project admin" that allows project users to adjust "projects' screens, fields, notifications, permissions, workflows, or issue types, even without full admin rights."
But from my expierence its a nightmare to let users handle this stuff themselves. You will constantly be fixing their mistakes and everybody will have more work by the end of the day.
The better solution is to create a couple of standard workflows for the entire company and the teams can pick the workflow they like the most.

The project admins cannot create or modify any global objects, so a Global Jira Admin (Jira Administrators Group) will need to create the project and workflow for you then you can make modifications as described in the link below.
When it comes to Statuses these too are a global object as they can be used across multiple workflows and other projects where you are not a project admin. So as a user with Project Admin and Board Admin permissions but not a global administrator cannot modify existing or create new ones on the boards column configuration screen. And add status will show up greyed out on the Board configurations.
You can create new Columns and move Statues to the desired columns but you need to contact a global admin to add the statuses.
