I have created an epic in the Backlog view of my scrum board but clicking the "+" icon. The issue Im' having is that I can't see it. The Epic ticket was created and I can open it, but I can't see it on the Epic panel of the backlog. I've even changed the board filter to specifically display the ticket/epic, but it simply isn't visible. I've created dozens and dozens of epics over the years and never had this problem before.

I actually was able to figure out what the issue was. :)
The filter I created for the board display also needs to include the issue number for the epic in addition to the epic link. It's is redundant, I know, but it works.
Here is an example of my filter:
project = X AND resolution = Unresolved AND ("Epic Link" = XX-X OR OR issue = XX-X)
You would need to fill in the "X" with your own project/epic link/issue.
@Kristen Littlefield - Thanks for your update. Using this I was able to figure out what the issue was. Whoever set up the Kanban board in this instance had added a component requirement to the view (which I wasn't expecting). As soon as I selected the relevant component for the Epic ticket, it then appeared as expected.

I appear to be seeing the same issue, having recently upgraded from 8.3.5 to 8.7.1
