Can users be granted edit permissions on a single tab within a screen?

Can a group of user be defined that ONLY has permissions to edit a specific tab's fields? In other words, once the ticket is created, the TICKET_EDITION screen has (say) three tabs: Work, Production, and Shipping. We want a specific group to only be able to update the fields on the Work tab.

No.  The tabs don't really matter, they are just for grouping fields and have no further functions.

The main part of the answer is that JIRA does not do field level security.  You will need to find or write code to implement security for fields.  There's a good implementation in Quisapps "field security add-on".
