How can I create a custom field in Jira? And how do I set the default values of such field?

I need to create a custom field to indicate the Project Number so the value of this field will be the same for all tickets belonging to the same Jira Project. Is this possible?

The I need a second custom field to indicate our quotation Number. In this case value of this field will be shared by some tickets belonging to the same Jira Project but I need to have also different values within the same Jira project. Is this possible?

For your scenario 1, you can consider creating a custom field of type 'Select List (single choice)' and put just one value ( the default value ) which is your project number
