Customizing a Screen

If I have a dropdown menu on my create menu called "Select Value" and depending on what I select, I'd like other fields to appear.

For example, I will select "Submit Design" and then some more input fields will be visible such as "Designer", "Description", "Color scheme", etc. I don't want these to be available unless I select "Submit Design". 

I was wondering if this kind of thing is possible?

Yes! It is possible but It is not possible with the only configuration.

There are several scripting plugin on Atlassian Marketplace, I will suggest you should go with Script runner for Jira ( https://marketplace.atlassian.com/apps/6820/scriptrunner-for-jira?hosting=cloud&tab=overview ).

To achieve this functionality you need to use the third party app. You can go through the Dynamic Forms for Jira and ScriptRunner for Jira apps. These apps will provide you the same functionality.
