Deleted jira users still coming up in the rest call for users

We created 1000+ user in bulk for our testing using rest api. Looks like JIRA charges per user. Now we want to delete those users as we are done with testing. We deleted the users using JIRA rest api to delete user. We are getting 204 message which implies that users have been deleted. Now when I go to my JIRA and see the users list those 1000+ users are not listed. But when I run the rest api , it is returning me all those users which have been deleted

Will I be charged for these users? How do I completely delete these users?

You will be charged only for active users.
