I have a jira mail template for an event. But I have a problem with it: I have some special chars written in it as: "ó". That ó char needs to be codified to UTF-8.
My problem is that I edited velocity.properties file and added this lines:
input.encoding=utf-8 output.encoding=utf-8
And jira does exactly the same and doesn't codify the string as utf-8 and when I receive the mail it has wrong chars i. Is there any other configuration file that I must set in order to use templates codified in UTF-8?.

So the special chars (ó etc.) are hard-coded in the mail template file? Then it could be that that file itself has a wrong encoding.
Check first that that is not the case. Many text editors show the encoding of an opened file. Notepad++ can also convert a file to a target encoding (UTF-8).
