French translation issue

Hi,

When a new user chooses french after first log, JIRA is empty: the menu is empty and the "profile" link is absent.

If we choose english at first connection then we change to french in profile, the menu is translated in french.

It looks like there is a translation issue only if we choose french at first connection.
