Teere seems to be an outage in the Jira Cloud service :-

Jira Cloud Outage Investigating - We have detected an outage to a group of Jira Cloud customers, showing error code 429 when accessing Jira Cloud. We are in the midst of the investigation and we will update more information when it is available.

We logged a ticket with Atlassian, but no response as yet. Some part of the application are working for us other we're receiving the 429 error.

While I have no idea why Jira chose Apache over nginx, it seems their servers are currently overloaded and that's we're all getting poor service. Hope they'll fix it soon enough.
