How can I make a checklist (DoR and DoD) which is different per project, and had workflow validation. (only is all mandatory items are checked, you can continue)

and... works on JIRA on premise.

This can be achieved by including transition screens with the content ( custom / standard fields ) to capture the DoR / DoD checklist.

However the field context can be used at the field management to have different content for different projects. Just to avoid to have plenty of workflows in the system.
