I have users who have decided to make their own projects and we do not allow that by policy. I need to disable this capability, but can't find that reference point.
Anybody have the answer?
The answer *might* be removing the default of "Anyone" on the "create next-gen projects" field. It wasn't where I expected to find it; it's under "Global Permissions" / "Jira Permissions".
Remove them from the administrator list.
