According to http://confluence.atlassian.com/display/JIRA/Defining+a+Component I should see components on the Project Summary page, but when I go to this page there is no such view.
Where do I go to define components?
I am set up to be able to administer the project. I can see the "Administer project" link and can make other changes to the project setup, but I do not see any components...

This is the route you need to take. From the screenshot you posted go to:
1) Issues tab (the one from administration, not the top navigation one)
2) Projects from the left menu
3) Select the project you want to work on
You should be able to access components from that screen
Under the Administration, sekect the project and then you should see different tabs for fields, workflow, versions, components etc. On the component panel, you can add more components.
Make sure you are doing it under Administration and not while browsing a project.

Yup, that is what I expected from my experience with JIRA 4 and the link I included above. Unfortunately, I do nto see workflow, version, components, etc:

Didn't notice you are on onDemand. Click on the Configure link alongside JIRA Project: TUXMOBILE(JIRA) and you will find the Components link.
