I bet you are talking about the Issue Summary, Yes? If you are in the role with the "Edit Issue" in the Permission Scheme and the "Summary" is in the "Edit Screen" for that issue type screen scheme, you can:
- Do Inline Editing by clicking on the summary itself
- Click the "Edit" button on the menu bar
- Hotkey, press "E" on the page
If you are pertaining to the Issue Number itself, that's not editable
