According to the article you can have "default Project dashboard", then it explains in general how to create a dashboard.
Is it possible to associate a dashboard to a project and have the dashboard appear when you view the project?
If it is possible, is it also possible in JIRA Core?

Not really, but you might work around this. In the side bar of your project, there is an option to include links to any useful resource that has a URL:
Project Shortcut.png
Just click 'Add shortcut', paste in the URL to your dashboard and call the link 'Project Dashboard' (or any other fancy name you'd like to refer to the dashboard with). And that's it.
And yes, this workaround is available on JIRA Core too.

It makes you wonder why Atlassian write things like:
Note that only administrators can customize the default dashboard for your project.
... in their documentation when projects do not really have default dashboards
