Our System Dashboard has several filters that are all related to the Current User. It shows issues :
All filters mentioned above show only unresolved issues in project that the user has the browse permission for. Could be all projects in JIRA or a sub-set of projects....so the filters are not related to any specific project.
Now, some users start creating their own dashboard (or own reality) and as such miss out on issues assigned to them which are not in their personal (private) filters. These issues never get done (most likely)
By creating an own dashboard the System Dashboard automatically disappears from the overview. Therefor we would like to make the System Dashboard mandatory so it will always be available at the top left hand side when selecting Dashboards.
It this possible?
There is no way to force customisation of reporting on to people.
All you can do is ask them all to add the system dashboard as a favourite.
Or, better, educate them that they should always be using something showing "assigned to me" on the dashboards they are building to help themselves with their work.
You are absolutely right.... I cannot agree more.
Unfortunately some users still try to invent the wheel....

I don't think it'll ever happen - new users land on the system dashboard anyway, that only stops when they define their own, and if people are building a dashboard, it's because they think they have a better idea of what they need to report on themselves, than the system dashboard.
