I want to know why NOT all of my team can see a project agile board when I create a project. They all belong to users, and developers grops.

I would also check your filter query on the board to verify it isn't associating with any other projects that other team members may not have access to.

When you created the board, whom did you share it with?

No one. The board was auto created when I created the project. But I didn't found any share options

Ok. Have a look at Board -> Configuration -> General Configuration -> Shares Check what that says.
