I have the checkbox on a screen. If the checkbox is checked, then Comments have to be filled out as well. Then, the next transaction (button) can be proceeded. How do I do this?

If the check box is filled out before the transition is attempted you can use the jira-suite-utilities to require a field. However, I don't believe you can require the built in comment field. Regardless, if you require a comment about a specific transition (and I do that often) I suggest creating a custom field for it. The comment will be easy to find in the future. If you want to check the checkbox during the transition you'll need some kind of script or listener, which I've never done.
