I have a rule that assigns an issue to a specific project role. If it does not exists, it fails.
We want to add a condition that if no one exists in that role on the project, assign to project lead instead

Without more detail on the automation rule use case, you can consider to review your project settings, and make the project lead the default assignee for issue?

I don't think there is an easy way to do that. The problem would be trying to determine if the project role is empty.
You might do the assign and then follow with a re-fetch action (or two). And then check to see if the assignee is empty. If so, then do an assign action for the project lead.

It is quicker to add a create role in the script for opening a new project
