Talking about "issue routing" without the context is unclear - Savitri is looking for ways to handle automatic assigning of issues to people. The previous question mentioned the built-in "component/project/default" assignee stuff, and the use of JEMH for emails, but I'd assume that they aren't what Savitri needs.

Jira can be easily interfaced via SOAP. REST, etc. It's an open system. It really depends on how open is your advanced routing system
