One of my client accidentally moved the issue from "done" status to "to do" status.Now he has to go through the complete workflow including 2 approvals to move it to "Done" again.Is there any admin specific options to surpass the workflow and directly move it to "Done " status?
You can modify the workflow to allow the desired transitions. Without knowing more about your situation (requirements, team managed or company managed project, current workflow structure) it is difficult to provide more insight.

On top of what Jack said, I'd suggest checking out the official University course Streamline projects across Jira with shared configurations (specifically the part about workflows).
It can give pretty decent info on what's (and how) possible when it comes to configuring workflows and other related things.
