Is it possible to disable the portals page and only allow customers to see one portal? e.g. portals/1 and not have the portals page be accessible at all?

Workaround for this would be at the server level I think?  Can't you force a URL to redirect to something else? A little out of my expertise but that's how I'd approach this.
