It is not possible to create a new project template that is selectable from the templates list provided by Jira.
For Company Managed projects with a paid product subscription you can set up the configuration of a project as you would like it to be. You can then use that project as a "template" in that when you create a new project you can elect to share the settings of an existing project. This option is available only for Company Managed projects and only in paid subscription plans. You would see the option on the final step of project creation where you enter the name of the project. In a Free subscription plan this option is disabled.
In this option the projects are sharing the same configuration. This does not make a copy of the configuration for the new project. If the configuration schemes are changed that will impact all projects that are sharing them.

since you are on a free Jira plan, you might want to check out marketplace apps that are free under 10 users and support the project template feature you are looking at.
Obviously biased, but I can recommend you the free under 10 user app Project Templates for Jira we've built that allows in it's basic core exactly what you ask. To create custom project template where you can specify what workflow and issue type scheme will be used. Read more in our docu. There is more to discover in terms of setting up additional content to be created inside new projects or allowing non-admins to create projects based on the template.
