Check that you have the global permission to see all the users.

No, that's not necessarily true.

Admin gives you Admin rights, including the stuff about maintaining users.

This is NOT the same as the global permission to see all the users.

Please check the global permission - what EXACTLY does that say?

I review there and I found that the "Browse Users" permission was empty.

I already corrected it.
