Just a fellow user: if you are in a bind and have to make a decision that could determine the fate of your budget, your development team, and the future of your company and you must make this decision without counsel, the only upside is that the Cloud-provided Atlassian services are easily activated and are incredibly inexpensive. You can get started with real capabilities with hardly any significant charges and with hardly any installation delays. Get started. If you find that the actual capabilities are inadequate or if you gain the advice of counsel who advise or require alternate solutions then you have risked so little to get started that the consequence is immaterial. Just Do and Don't over-analyze.
