Hello,
After i had upgraded JIRA 6.4 to JIRA Software 7.0.0, JIRA doesn't allow me to create ticket "You will not be able to create new issues because your JIRA evaluation period has expired, please contact your JIRA administrators."
JIRA has correct license key which expires on 24 Mar 2017.

What does JIRA say on this? Have you checked the License page in System Administration?
