I would like to know if it is possible to set up a jql to list all the projects that I have access to?

JQL is only for querying issues and not projects.
To get the list of all the projects in Jira you would just go to Projects menu on the top and select View all projects that would give you the list of all the Projects which you have permission to see.
Alternatively, you could try creating a Projects Gadget on a dashboard, which can show some details for each project.
Hi @Eduardo Morcillo - If you are a JIRA Admin, go to Settings Icon -> View All projects to get the list of projects.
If you are a JIRA user, Browse to Projects menu -> View all Projects, in which you have permission to browse the project.
JQL would not help in this case.

It also seems you cannot export all projects into a list, (i.e. xls.) from this view and would need a gadget or 3rd party app?
