Jira Cloud to Data Center migration isn’t officially supported via the standard migration assistant—it’s a bit of a manual process, especially for attachments.

Here’s what typically works:

• Use the Jira Cloud backup feature to export a ZIP file (this includes issues and attachments).
• Extract the attachments from the backup and map them into the appropriate DC file directory.
• Then use a Jira Site Import on the Data Center side to bring the project and issue data in.

Keep in mind:

• You’ll need to reconfigure user permissions and app settings post-migration.
• Certain fields or marketplace apps in Cloud may not work the same way in DC.

Some teams use Atlassian Solutions Partner, OpsHub Migration Manager (OMM), when they want to move from Cloud to DC while preserving:

• Attachments, comments, history and issue links
• Full traceability across versions, without plugin dependencies
• No down time while the migration is going on
