Hello,

Can I upgrade my old license for JIRA 4.2 to license for JIRA 7.1?

You don't need to do anything - if your licence for JIRA has not expired, you're entitled to use 4.2 and 7.1 and all versions in between with it.  

For JIRA Agile, you need to move to JIRA Software (your Agile licence should work for Software too)

of course you can. You can just buy a new license and update your old like it is described here.
