Jira Server backup

Currently we are hosting Jira server externally with vendor and want to move the Jira in house 

Can we do a backup of database/attachments/plugins and restore it to new environments ?

If yes is there any documentation around same.

Atlassian has some great resources on migrating jira between servers.
