We migrated a number of projects, and almost all the boards were migrated as private and can't be configured, hence the project is not able to use boards/filters.
Is there a way to change the boards to shared in Jira Cloud?
If your boards were migrated as private, this is likely because the filters associated with those boards are set to be private. To update the filter's details:
From the navigation bar, select Filters > View all filters, and find the filter you wish to update.
Select more (•••) > Edit.
Update the filter details as required.
Select Save.

If this is a Jira Software Company-managed project, you need to change who the board filter is shared with. Go to the board, click on the 3 Dots menu in the upper right and then click Configure Board or Board Settings, whichever one it might have.
Then in the General tab, see who the filter is shared with. Then click on the Edit Filter Query link.
Then click on Details at the top and then Edit Permissions. You will need to be the owner of the filter or have edit permissions to do this.
Then add the persons you want to share the board with.
