Modifying Workflows

I have created a workflow where any status can transition to any different status. This workflow is for the story and is active.  I am trying to modify this workflow. It gives me an option to edit. Once I edit, it creates a draft version. But, when I try to save the change, it says that you cannot edit a draft version. I am stuck in a loop. For editing it creates a draft version and I cannot change a draft version.

How do I come out of this loop.?

1.Make a copy of workflow you want to edit 

2.Edit this "copy of workflow"and make desired changes (JIRA will not create any drafts)

3. You won with the loop =)
