I received the followin e-mail from Google:
On March 7, 2019, all Google+ APIs and Google+ Sign-in will be shut down completely. This will be a progressive shutdown beginning in late January, with calls to these APIs starting to intermittently fail as early as January 28, 2019.
When I disable the google+ API, jira is still using the the "plus.people.getOpenIdConnect" function from the Google+ API.

When will the jira update the implementation removing the use from the Google+ API ?
Hello, are you using a Single Sign On (SSO) plugin that authenticates via Google plus account? If so, you should disable such plugin

I am using OpenId Authentication, with the "Google Apps" provider.
This option shouldn't uses Google+ API.

I found out that the problem is with an installed Add-on (OpenID Authentication for Jira).
It already exists an Issue about the problem, I hope it will be fix soon.
