We are a software consultant company, currently working on multiple projects and use JIRA for Task Management, Few Projects are managed on separate JIRA Cloud and others under one JIRA Cloud. We know the basics of JIRA using which we are Managing the task. Now moving ahead we want to Measure the Performance of Each Team Members working on either one project or Two, In terms of work efficiency, Time consumption , productivity
We need a solution to get a combined report for the above problem statement.

If you’re open to using add-ons, Time in Status can be solution for you.
1. Use Assignee Time Report which shows you how long each assignee has been working on each issue. Additionally, in the "Total" column, you can find the total time each person has spent on each issue.
Also with different filtering Assignee time report will notify you of how much time each Assignee spent on each task.
And you can always display this data to your Dashboard through Time in Status Gadget.
2. For more in-dept analysing try out Pivot view table. We can evaluate how much the time in the In Progress status has changed depending on the number of tasks, and we can also “dive deeper” and see which tasks have spent a lot of time.
3. For Scrum teams we are also offering Sprint Report by Time in Status

With Timepiece, you can generate combined reports across multiple projects, export them in formats like XLS or CSV, and even use them in tools like Power BI, eazyBI for further analysis.

If you use sprints, then, for performance measurement, you can use the app I developed - Multi-team Scrum Metrics & Retrospective. It allows users to track 9 predefined metrics and any custom metrics constructed via JQL. In the example below, the custom metrics were used to construct individual metrics for team users - Linus Torvalds and Guido van Rossum.
Also, you can track it across any periods - sprints, months, quarters, half-years, or years - and view several projects in one place.
Regarding aggregation data from several JIRA instances - unfortunately, it's not supported, you need to install the app on each JIRA instance.
