That means that you are on a free/ starter license. As such you are limited to the Community for any support.  Unfortunately the Community is unable to help you in changing the site URL since we don’t have access to your instance. Unless you upgrade to Standard you are stuck with the current URL.

No problem. To be clear I don’t work for Atlassian. I’m a user like yourself. Most of the folks in the Community fall into that category. This is why I suggested the support link. But when you are on starter license the support link simply redirects you to the Community.

Hi all, updating URLs is now available for sites that have at least one Jira or Confluence product with a Standard, Premium, or Enterprise plan. You’re unable to update the URL if the site has only Jira Free and Confluence Free.
