We are using Jira software and Jira Service desk as a single application (i.e. Jira service desk installed on top of Jira software) and we have 2000 jira software licenses and 2000 Jira service desk licences. Our confusion is if we want to buy a plugin, whether we have to buy the plugin for 4000 licenses or 2000 licenses?
It would be for 2000 user tier.
Apps are billed based on the number of users in your Atlassian product. For Jira 7.0 or later, the app tier should match the maximum tier of the licensed Jira products on your instance. For example, if you're running Jira Software (500 users) and Jira Service Desk (25 agents) on the same instance, you should purchase the 500-user tier for apps.
@Sandesh Shetty , 2000 JSD licenses??? you actually have 2000 agents? that seems huge especially if it is 1:1 w/ JSW.

@Sandesh Shetty if you are still interested in this, the good news is that there is already a Feature Request in Atlassian's Jira which is currently "Under Consideration".
