Great! Is it possible to have users have access to more than one instance, for example, a user that who has Jira systems administrator access or a power user who has administrator access? Also, could you point me to documentation on how to set up SSO/authentication options. I've been unable thus far to find much.

Yes, it's possible for the user to use the same email address on multiple instances with GSuite.

Just for us to better understand and help you with this question, I would like to understand if Google Cloud Identity is the same as GSuite and if you would like to use the same GSuite account for more than one instance.
Also, I would like to clarify if Access Management domain/organization is the same as admin.atlassian.com.

More about Google Cloud Identity and Access Management (IAM) can be found here: https://cloud.google.com/iam/. The organization for which I work uses Google IAM to authenticate users for a variety of applications, including GSuite (e.g., Gmail). I'm not sure what you mean by "Access Management domain/organization is the same as admin.atlassian.com". When I log into my work Gmail account, I authenticate to my organization's Google IAM instance. When I log into my organization's single Jira Cloud account, it also authenticates to my organization's Google IAM instance.
What we're investigating is whether we could split that environment into separate Jira Cloud instances (say three) and have each of the new Jira Cloud instances still authenticate back to our organizations single Google IAM instance.

Yes, you can use the Google Auth on three or more instances.
It's possible to use the same GSuite in different instances, you just need to split your users into different groups to sync on each instance the correct users.
The admin.atlassian.com is only for SAML, so you don't need to use this link, I just asked because I didn't understand correctly.
