Publish comments to linked systems

I clicked a perm link on comments and got this new icon to publish the comment to a linked system but when I click it I get an error saying no linked system. Anyone know what this is and how to use it?

I believe this is the ServiceRocket plugin - for linking to things like Salesforce and other cloudy services.

Can I create this link without using any pluggin, but create my own custom pluggin for the same?

Could it be something with my perm link? When I create perm link the comment address does not stay in the URL address bar and I can not capture it.
