We are using JIRA system now, but we have a question here:
There is a "Rank to Top" and "Rank to Bottom" function under more action button. And now seems the normal users can use use this function when the issue is reported by them and also assigned to them. We want to see if we can make this Rank function to be used by all users if all the issues assigned to them, no matter who reports the issue.
That is to say:
1. If A user reports an issue and also assign to A, then A can use this rank function;
2. If B user reports an issue and assign this issue to A, then A also can use this rank function;

Ranking is a GreenHopper function, rather than a built-in JIRA feature. According to the GreenHopper docs - https://confluence.atlassian.com/display/GH/Ranking+an+Issue - "You can only rank issues if you have the 'Schedule Issue' permission for the issue you want to move higher or lower on your board."
So in the permission scheme for your project, you should be able to give the "Schedule Issue" permission to "Current Assignee" to achieve what you're asking.

The rank permission is given to users who has the Schedule Issue permission, as quoted:
You can only rank issues if you have the 'Schedule Issue' permission for the issue you want to move higher or lower on your board.
