I've read the documentation on how to add a default checklist to new issues. However, I don't necessarily want a default check but I would like the option to add a check using the Add Checklist button which appears AFTER I save the new issue.
Either I'm not seeing this option in their documentation or it's not available.

It is possible.
Please try to press the checklist button as presented on the screenshot below:
The checklist button might also be hidden under the "..." button.
Once pressed, the empty checklist should appear on the issue page.

But can I get that same toolbar to appear on the new issue screen? Not the view issue screen.

Are you asking about some other kind of view that lacks the checklist button?

Do you need a way to type a checklist there or maybe just load predefined checklist template?

I don't think I'm asking my question correctly but I've done enough research that I don't think what I want is possible.
From the Create Issue Screen I want to be able to load a checklist that I choose. Not simply associate a default checklist each time. It seems I need to save the issue first and from the view issue page I can then load templates.
From what I can tell this isn't possible and the closet I can get is to create an empty field for "Checklist Content YAML".

The request from @Michael Arndt was to load a predefined checklist template on the create issue screen. We have it on our backlog and plan to implement it soon.
Is this what you need too?
If you want to create/type your own checklist on the create issue screen, then the only option is to use the custom field: https://herocoders.atlassian.net/wiki/spaces/IC/pages/1240760326/Checklist+Text+custom+field
