Affects Version dropdown not filtering in version 9.4.4

I'm getting ready to upgrade from Data Center 8.2.15 to 9.4.4.  I have a QA site with a copy of the production data.

In the production site, when I create an issue and select the Affects Version/s dropdown, I get a list which is sorted/filtered, showing the Released versions first and then the Unreleased versions.

 

version8.20.15.pngIn the QA site running 9.4.4, the same dropdown shows all the versions with no sorting of the released versions from unreleased versions.

When I look at the Versions list in project settings - https://my-site/plugins/servlet/project-config/PROJ/administer-versions?status=released-unreleased, the lists are identical and sorted in the same order.

If I create the issue by going to https://my-site/secure/CreateIssue.jspa, the proper dropdown showing the sorted and filtered list is shown on both production and QA.  

Any ideas of why the 2 versions are behaving differently?
