Allow issue openings with non-user watchers

I have been using the "Watcher Plugin" to allow watchers to be assigned during the issue opening.

However, a non-user is not allowed by Jira.

I get the message: Could not find usernames: cio@hotmail.com

Hi, Ivan.

It's an expected behavior because the user is a non-jira user. In order for the user to access the watcher list, they must be a jira user and have permission to access the jira project.
